EU students preparing BSN registration and student jobs in the Netherlands

Quick answer

If you are an EU student coming to the Netherlands and you want a student job, make your BSN appointment with the municipality as soon as you know your address. The BSN, or Burgerservicenummer, is the biggest administrative blocker between you and a legal paid job.

Do not wait until you arrive if you can avoid it. Student cities get busy before semester starts, and employers move faster when you can tell them your municipality registration is already booked.

Your relocation checklist

Before applying for jobs, make sure these admin steps are moving:

  1. Book your BSN appointment online with your local municipality.
  2. Verify your housing contract explicitly allows municipal registration.
  3. Prepare a Dutch or EU bank account for salary payments.
  4. Activate Dutch basic health insurance when your employment contract starts.
  5. Apply for zorgtoeslag if you meet the income and eligibility rules.

Book your BSN appointment by city

Use the official municipality page for the city where you will live or study. The page may call this first registration, registration from abroad, moving to the Netherlands or student registration. All links open in a new tab so you can keep this checklist open.

Why the BSN matters for having a job

Your BSN is required for payroll, taxes and social security. Without it, an employer may like your profile but still be unable to complete your employment process properly.

Pro-tip for job applicants: Add one practical line to your CV, cover letter or application message: "Arriving on [date], housing secured, BSN appointment booked for [date]." It tells hiring managers that you are organised, realistic and close to payroll-ready.

Housing and registration address

Your BSN is usually issued when you register with the municipality, and that normally means you need a Dutch address where municipal registration is allowed. Before signing anything or paying a deposit, ask the landlord whether registration is permitted.

If a landlord says registration is not allowed, avoid the property. It can block your BSN registration, delay your job start and sometimes signal illegal subletting.

If you are not in the Netherlands yet, use help that can reduce bad housing decisions before arrival. Domakin offers a remote viewing service so someone can visit properties when you cannot be there yourself.

Health insurance and zorgtoeslag

The moment you start paid work in the Netherlands, getting Dutch basic health insurance is mandatory. Treat this as urgent before your first shift, because study-only insurance or an EHIC card is not a replacement for Dutch basic insurance once you are on an employment payroll.

The government regulates what the Dutch basic package must cover. Because the core coverage is broadly comparable across insurers, you do not need to spend days comparing the medical basics. Focus on the premium, deductible, contracted providers, app experience, payment terms and whether the plan fits how you actually use care.

ScenarioFinancial impact in 2026
Standard monthly premiumThe average Dutch basic health insurance premium used by CAK for 2026 is €157 per month.
Maximum zorgtoeslagThe maximum 2026 zorgtoeslag is €129 per month without a benefit partner, or €246 per month together with a benefit partner.
First CAK non-compliance fineThe 2026 CAK fine is €529.74 if you ignore the obligation after CAK warnings.
CAK uninsured scheme premiumIf CAK arranges insurance for you, the CAK premium for the uninsured scheme is €172.70 per month for 12 months.

Budget around €150 to €160 per month before benefits. For eligible low-income students, zorgtoeslag can reduce that cost strongly. If your benefit is approved later, you may get the missed eligible months paid in one amount, as long as you apply within the official deadline for that benefit year.

Do not ignore CAK letters. If CAK tells you that you need Dutch health insurance and you do not arrange it in time, you can be fined. You may also have to pay your own medical costs while you were uninsured. If an insurer sets a retroactive start date, you may owe premiums for that retroactive period too.

Start with the official health insurance explanations from Study in NL and Government.nl. After you have Dutch basic health insurance, check whether you can apply for zorgtoeslag, the healthcare benefit that can reduce your monthly cost. You can read the Belastingdienst healthcare benefit information, check current zorgtoeslag amounts, and apply for a benefit through Belastingdienst. For fines and uninsured letters, read the CAK pages about receiving an uninsured health insurance letter and health insurance fines.

Recommended student plan

Ik kies zelf van a.s.r.

We generally recommend Ik kies zelf van a.s.r. as one practical digital-first Dutch health insurance option for independent students. The Dutch basic package is regulated, so compare practical differences such as price, deductible, provider contracts, app experience, payment terms and whether extras such as a.s.r. Vitality fit your student routine.

Bank account

To receive your salary from your new job, you will need a valid Dutch or European bank account. Most major Dutch banks offer low-cost current accounts, so do not overcomplicate the choice. Compare fees, English app support, card delivery, appointment requirements and whether you can open the account before your BSN is fully finished.

We usually recommend ING as one student banking option because its English app and onboarding can be practical for new international arrivals. Check the current terms yourself before opening an account: Check it out

To set up your account, prepare your passport or EU ID, your local Dutch address, your BSN or official proof that municipality registration is in progress, and a working phone number.
